This upcoming week we will have multiple projects being completed. Please be cautious and patient as you move around the resort.

Palm Tree Trimming

Starting on Monday the 5th, please submit payment if you have not done so yet for those who signed up.

The upstairs clubhouse and stairs will be inaccessible from Wednesday the 7th – Friday the 9th. Innovative Concrete will be installing a Pennte Flake covering on the balcony and stairs. This product will enhance the look of the clubhouse and also will assist with safety when it is raining.

Asphalt Paving

JS Construction completed the marking today on the roadway in phase 1, 2, and 6.

The following schedule is all weather dependant:

Begins Monday the 5th – Hours of Operation 7:30 – 3 Mon- Fri

  • Root Repair
  • Grinding Asphalt down 8-10 inches
  • Fill in with Crush and Run
  • Milling of Roadways
  • 1.5 – 2 inches of roadway
  • Paving

We will begin moving Owners next week and anticipate the completion date of August 19th, again everything is weather dependent.

I would like to thank everyone that has volunteered the use of their site for their fellow owners.

The management staff is keeping an eye on the possible Tropical Cyclone #4 in the ocean. We will keep everyone updated with any requirements communicated to us by the Town of Hilton Head.

The clubhouse computer station has received a new computer and printer.

Update Regarding California Emissions Regulations For Diesel Motorhomes

Information about state-regulated emissions compliance to assist owners of diesel motorhomes registered in California.

The California Air Resources Board (CARB) — part of California Environmental Protection Agency — has implemented the Clean Truck Check. This directly regulates nearly all diesel and alternative-fuel vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds that operate on California roads. The regulation includes motorhomes registered in the state but exempts those registered outside the state.

 

In response to RVers’ concerns, FMCA’s Governmental and Legislative Affairs Committee contacted CARB for more information on the impact of the regulations. Owners of diesel motorhomes registered in California must register with CARB and pay a $30 annual fee prior to operating their coach in the state. Motorhomes may be registered at https://cleantruckcheck.arb.ca.gov. The compliance fee requirement started in 2023, and the deadline to pay the fee for 2023 was January 31, 2024. Owners need to take steps to register the vehicle to avoid a DMV registration block on the vehicle and to avoid penalties.

 

Beginning October 1, 2024, emissions compliance testing requirements take effect. Owners of California-registered motorhomes are required to submit to emissions compliance testing once annually. Deadlines ultimately will align with the vehicle’s DMV registration date, but this may vary from the 2024 compliance deadline. In 2024, all vehicles will have a compliance deadline between July 1 and December 31, 2024. Testing cannot be completed more than 90 days prior to your compliance date.

 

Our research has indicated that at press time, some California Division of Motor Vehicles (DMV) employees were unaware of the program and thus may not be able to provide motorhome owners information. The DMV does, however, receive hold orders from CARB for those trying to renew a registration on a non-compliant vehicle in California. Penalties can be up to $10,000 per vehicle per day.

 

CARB publications are a bit difficult to decipher. FMCA’s Governmental and Legislative Affairs Committee members have been researching this program for many weeks and finally received the above interpretation of applicability directly from CARB.

To all owners,

 

I would like to address a recent controversy being communicated on Facebook.

 

Recently, our resort was inspected by the DEHC. They believed that our pool lighting which has been in place for close to 50 years did not meet the current lighting specs for pools and ordered us to change our signs to read from dawn to dusk.

 

The manager must ensure as part or her job responsibilities that the resort complies with all town, State, and Federal laws and respond to any orders issues. She complied and changed the signs while also contacting our pool contractor for advice on compliance with the new regulations. Once she has this information, the management of the resort (the manager, the president, vice-president, and treasurer) will discuss and determine if we need to make simple changes to the lighting or involve the entire board or resort in making more drastic changes.

 

To avoid a much larger issue and have our pool ordered closed, the manager complied and changed the signs. The manager did not change the rules regarding the use of the pool by owners. The board would never ask her to put herself and the resort in jeopardy by disregarding an official government order.

 

On the communication issue, Facebook is much faster at disseminating false information and innuendoes and in this case, beat our official communication tool “Postings From Paradise”. A reprint of this letter will be in this Fridays posting.

 

On a separate topic, I would like to remind owners that regardless of the sun’s position in the sky, office hours are daily from 9 am to 5 pm when the staff go home, there is no life guard on duty, and that the night supervisor does an inspection of the facilities, including the pool area, at 10 pm to make sure everything is safe and secure.

Happy Friday!

As expected, one decent summer storm has put the lake back to its normal level. The well pump only gets turned on to maintain the level. The lake looks great.

Pressure washing started up at the office this week. Some parts were ordered for the large pressure washer. Everything has come in and we will be around the clubhouse and pool deck this coming week.

REMINDER to please put trash in the dumpsters. Large items need to be placed in the storage area with the other bulk items. Also, cardboard needs to be broken down.

The resort roads will be very busy over the next few weeks. Please slow down, follow the exit signs and give the construction crews the room they need. If an area is blocked off, please do not attempt to drive, bike, or walk in these areas.
